Pre-Employment Transition Services
The Learning Library approaches Pre-ETS through a competency-based framework that emphasizes measurable skill development rather than simple participation. As you explore the curriculum, you will encounter competency categories, skill topics, and learning activities designed to build knowledge progressively and support individual growth. This structure reflects the principle that meaningful transition planning should be driven by a student’s unique strengths, interests, needs, and future goals.
In addition to exploring the content associated with each Pre-ETS service, you will also find information about competency tracking, progress monitoring, and methods for documenting skill development over time. These additional resources provide insight into how competency-based systems can be used to support individualized instruction, guide service delivery, and demonstrate student growth.
Be sure to review the Sources and Resources sections located throughout the site for additional learning opportunities, reference materials, and tools that can help you continue your transition journey.
Throughout this area, you will find lessons, activities, tools, and resources organized to help learners develop the skills needed to successfully transition from school to adult life. Whether your goals include employment, postsecondary education, independent living, or personal growth, these materials are intended to support informed decision-making and skill development along the way.
Welcome to The Learning Library’s Pre-Employment Transition Services (Pre-ETS) Hub. This section is designed to support students participating in Pre-ETS, but the knowledge, skills, and resources provided here can benefit anyone working toward greater independence, educational success, career readiness, and lifelong learning.
What Are Pre-Employment Transition Services?
Pre-Employment Transition Services (Pre-ETS) were established under the Workforce Innovation and Opportunity Act (WIOA) to help students with disabilities prepare for life after high school. These services focus on developing the knowledge, experiences, and skills necessary for successful participation in education, employment, and community life.
The five required Pre-ETS service areas are:
- Job Exploration Counseling – Exploring careers, occupations, interests, and employment opportunities.
- Counseling on Postsecondary Education Opportunities – Learning about college, technical training, apprenticeships, military service, and other pathways after high school.
- Instruction in Self-Advocacy – Developing self-awareness, communication skills, leadership, and the ability to advocate for personal needs and goals.
- Workplace Readiness Training – Building transferable skills such as communication, professionalism, financial literacy, problem-solving, and workplace behavior.
- Work-Based Learning Experiences – Participating in real-world experiences that connect classroom learning to career exploration and employment preparation.
Together, these services help students build a strong foundation for successful transitions to employment, postsecondary education, independent living, and active participation in their communities.
