Pre-ETS Moodle Competency Framework Blueprint
Source Standard: Transition Tennessee Pre-ETS Sequencing Guide
System Configuration: Moodle Competency Frameworks (Moodle v5.2.1)
This blueprint outlines how to configure the Pre-ETS Curriculum as a native Moodle Competency Framework. The guide is structured using Moodle’s hierarchical framework layout to allow for automated completion tracking, granular dashboard reporting, and personalized learning plans.
Global Scale Configuration (Moodle Scale)
Configure this custom scale in your Moodle site administrator settings (Site administration > Grades > Scales) before setting up the framework. (Moodle Scales Help)
- Scale Name:
Pre-ETS Progress Scale - Standard Scale: Yes
- Scale Values (Comma Separated):
Minimal, Developing, Satisfactory - Scale Description:
The Pre-ETS Progress Scale consists of three proficiency levels used to evaluate a student’s current mastery of specific skill-building activities.
- Minimal: The student demonstrates little or no knowledge or understanding and requires explicit, direct instruction, practice, and/or one-on-one support.
- Developing: The student demonstrates some knowledge or understanding but continues to require direct instruction and practice.
- Satisfactory: Given any necessary accommodations, the student demonstrates sufficient knowledge or understanding of the skill and is ready to move forward.
How to Use the Scale
This scale is intended to support a person-driven planning approach. When utilizing it, please note the following guidance from the Sequencing Guide:
- Determine a Starting Point: After rating the student’s progress, identify activities ranked as Minimal; these are the priority starting points for service delivery. If no activities are ranked as “Minimal,” begin with the first activity marked as Developing.
- Support & Scaffolding: Always consider the student’s need for accommodations and supports when evaluating their progress. The scale is designed to help providers scaffold instruction, building systematically on the student’s existing experiences and knowledge.
- Focus on Mastery: The goal is achieving mastery, not just exposure to experiences. Providers should consistently monitor for understanding and recognize that receiving instruction does not always equate to mastering a skill.
Moodle Competency Mapping Rules:
When a student completes a course activity linked to a competency, Moodle can be set to:
Activity Completed: Automatically update the competency status.
Proficiency Rule: Only mark the competency as “Complete/Met” when the teacher or scale assessment assigns Satisfactory.
Default Value:
MinimalProficient Value:
Satisfactory
Hierarchical Framework Outline
The recommended parent-child layout for this structure is: Framework (Pre-ETS) ➔ Parent Competency (Category) ➔ Sub-Competency (Skill Topic) ➔ Performance Indicators (Skill-Building Activities)
